When your fluorescent light flickers or makes a loud and annoying hum, a degrading fluorescent light ballast is the cause. The ballast takes in electricity and then regulates current to the bulbs. A typical ballast will generally last about 18 years, but cold environments and bad bulbs can decrease this lifespan significantly. You can get a new ballast at a hardware store or home center and install it in about 10 minutes. However, buying a ballast can be expensive, so consider pricing a brand-new fixture for comparison.With the cover removed and the ballast exposed it is time to remove the old ballast. Make sure the power is off! I cannot recommend enough the use of a voltage tester here. I always carry a non-contact voltage tester on the job and check everything that even might be powered up. Getting a nasty shock while standing near the top of a ladder isn't much fun - don't let it happen to you.
Either unplug the light fixture from the wall, or turn off the breaker at the main breaker box. Remove the plastic lens cover from your fixture, if it is so equipped. Carefully squeeze the cover from opposite edges and lower it from the fixture. Remove the bulbs by twisting them 90 degrees and lowering them from the fixture..Start by flipping off the circuit breaker or unplugging the light. Remove the bulbs and open up the fixture. There will be four to eight wires coming out of the ballast. remove the old ballast from the fixture. Confirm that the new ballast matches the old one and then install it. After mounting the new fluorescent ballast, replace the ballast compartment cover and bulbs, and it should be good for another 18 years.
